Even though the water surface area is getting smaller, which tends to reduce evaporation rates, I think the water temperature at depth is probably going up, which tends to increase evaporation.
The Feds were “disappointed” that the states didn’t negotiate their own agreement about changing water distribution, but I don’t see how any states would risk the politics where they’d get blamed by their voters for any cutbacks. No matter how the allocations broke for each state, the pols have repeatedly shown they’re more interested in their status than in Doing the Right Thing for their constituents.
