    You will need bigger dams. Remember the old normal is gone. The new normal is either drought or flood.

    Not as much snowpack to store the water over winter and release it through the summer, you need bigger dams.

    Floods don’t proportionately recharge the groundwater. Some of the groundwater storage drying out has collapsed the soil structure and won’t recharge. You need bigger dams.

      There has to be at least some places where more modest-sized dams fit both the economics and the weather patterns better. Also, making reservoirs that aren’t amenable to recreational boating (as will largely covering them to prevent evaporation and/or support solar panels) could make them cheaper to implement despite the boo-hooing from property developers.
