The major problem with the Arctic compared to the Antarctic is that heat is transferred via ocean ocean currents from the ever-warming Atlantic.
AFAICT, the most plausible mechanism for any appreciable cooling of the Arctic is nuclear winter (not kidding). It definitely seems more likely than that we’ll get an exceptional string of Mt. Pinatubo events.

I suppose a complete collapse of the North Atlantic Current might help, but we’d be screwed by then anyway.
