Considering how many of the cars flooded by Katrina that were supposed to be scrapped but which were illegally resold (many outside of the country), I am extremely skeptical that the transition to EVs can be anywhere near fast enough. Po’ folks will buy cheap used cars, extending the tail of ICE vehicles.
Just consider local state governments: Many pro-Trump govs have no problem sacrificing grandma in the here and now, so why would they go out of their way to make changes for the next generation?

Eventually, operating an ICEV will be so much more cost prohibitive than an EV that getting a free ICEV won’t make it economically feasible.
That time will probably be before 2035. Maybe by a large margin.
