IT may be a good idea to put a maximum on the number of messages and/or reactions to other messages of say 10 per day and a maximum of 3 days a week. It will become more difficult. And of course people should realise that social media are not and were never ment to be news sites.

Beware of overthinking this. During World War Two the public had radio, newspapers and newsreels. Black and white, left and right wingers managed to come together to fight as one. Modernity leaves T.V as the dominant media outlet, and T.V has a big responsibility in the 21st century.
Climate change is vastly different from WWII but actually is as dangerous, if not far far more so than Hitler’s Germany.
Many people are very busy, earning a living and looking after families not so many have the time to tweet, and if they do so, do they really take it so seriously ?.
Unless weather extremes affect them they do not have time to understand the problem.
So there should be an authoritative international list of priorities to counter climate change, so everyone is clear on what needs to be achieved.
Each nation should be encouraged to have a governmental minister responsible.
Modern day Lord Haw Haw’s should be recognized as such and dealt with severely.
