As Oppenheimer mentions (at 5:40), the report is very clear that uncoordinated efforts will “not get us where we need to be”. California, Scandinavian countries and Spain are cases in point. Yes – on the scale that we’re talking about, a ‘country’ has to be considered ‘local’.
Watching and reading all the stuff that Peter selects for us, I’m puzzled (not to say staggered) by the fact that one screamingly obvious truth doesn’t get mentioned more often. Not only are ‘local’ efforts not enough to reduce the level of atmospheric CO2, they cannot even handle the rate at which that level is rising. We are currently at >40Gt/yr and on track for 52 to 58Gt by the middle of the century (IPCC numbers).
